I'm 18 years old, freshman in college and for the longest time I have wanted to start my own Boutique but I don't know where to start. I know that I have to make a business plan and have funding. I have made a plan and am in the process of getting funding. What other steps do I take. I would like to start an online business and see how that goes before considering opening up a store in Los Angeles. Thanks in advance!

It is actually a very good idea to test drive the idea online first, make some nice income then think about online.
Its of course not easy to explain the whole online idea on one feet, but I will try.
1) You need to buy a domain which is also your business name, go only for a .com name. I will link to a place to buy.
2) you need hosting for the site. which you pay monthly a small fee. I will link below to a company that offers hosting for the best prices.
3) you want to make sure you gather the email addresses of all your visitors, so you can sell to them again and again, even they don't buy this time, the way to do it is to offer a good report that will help people understand better the products, people usually don't know what they need exactly, and they are happy to get more specifics about your products so they know what to buy, the report can also be just helpful tips about the industry you are in, anything that people would like to know and get for free, they will need to give their email address in order to get that report.
4) After you prepare a report you can go to an auto-responder company which will automatically do everything for you, they will send the report to the people right after they opt in with their email address, they will keep the list for you, you can send newsletters for millions of people at once, they have nice tools to design it too, you can also send people offers, it works automatic, you can prepare in advance the offers that will go to the people like 2 days after visiting the site, or 2 weeks after or 2 years after etc, they auto-responder will send it individually to each person at that time, you get the point.

You can design your site yourself easily with the right tools, or you can outsource it
if you order it, you need to decide what how your site should look, in order not to overpay for your site, you should know what you want 100% before you order.
Now you need people to visit your site, there is a lot of ways to do it, there is SEO which stands for search engine optimization, which will make people find you in the search engines, there is Social Medea, and much more, actually hundreds of traffic methods, paid and free, you can buy clicks in Google or Facebook, which means you will pay for every click to your site, place ads, and so on.

In your situation, I would definitely start out online. You could very easily start by selling items on eBay and even set up an eBay store. (no, don't work for eBay) Start small and whatever you make online, put right back in to your business. By the time you graduate you may have a very nice business built up, but it will require 10-20 hours a week commitment to succeed. You may want to seriously think twice about a brick-and-mortar store, though. That will add a tremendous amount of overhead to your business and you may find that you'll be better off keeping your business just online.
